The EU ePrivacy Directive (AKA the Cookie Law) come into force in the UK on 26th May 2012 and elsewhere in Europe shortly afterwards.
The law aims to protect the privacy of EU citizens as they use the internet, and actually covers several aspects of privacy, not just cookies. The UK Information Commissioners Office (ICO) says:

"Cookies or similar devices must not be used unless the subscriber or user of the relevant terminal equipment:

(a) is provided with clear and comprehensive information about the purposes of the storage of, or access to, that information; and
(b) has given his or her consent.

The Regulations are not prescriptive about the sort of information that should be provided, but the text should be sufficiently full and intelligible to allow individuals to clearly understand the potential consequences of allowing storage and access to the information collected by the device should they wish to do so."

Commission's guidelines require prior informed consent for storage of or access to information stored on a user's terminal equipment. In other words, you must ask users if they agree to most cookies and similar technologies (e.g. web beacons, Flash cookies, etc.) before the site starts to use them.

In a case you use Google Analytics, AdSense, DoubleClick for Publishers DoubleClick Ad Exchange, social plugins, you have to inform your users by using your service they are consenting to use placing cookies on their computer.

How to inform your website users about cookie policy?

There are two options for your website;

Opt-in: In some countries the cookie law wants you to preventively block some cookies before they are set, in an opt-in choice for the user. Doing so is a bit more technical than just having a banner. Please contact us, if needed.

Opt-out: We picked up a visible information a cookie bar, which inform visitors about using cookies, without the necessity of their consent.

You can set up this feature in section Settings > General > click "Show information about cookie usage". As a default setting, it is turn off.
